Citizens Policy Count Drops

The number of state-run insurance policies dropped to 806,966, the lowest since 2022, as private insurers took over policies in a depopulation effort.

TALLAHASSEE, Fla. — The number of policies in the state’s Citizens Property Insurance Corp. has dropped to the lowest total since 2022, as efforts continue to move customers into the private market.

Citizens had 806,966 policies as of Friday, down from 843,517 policies a week earlier and 841,913 two weeks earlier, according to data posted on its website.

The drop came as three private insurers were able in mid-April to assume Citizens policies as part of what is known as a “depopulation” program, which is aimed at moving policies into the private market.

Those carriers were American Integrity Insurance Co. of Florida, Mangrove Property Insurance Co. and Slide Insurance Co., according to information on the Florida Office of Insurance Regulation website. Citizens, which was created as an insurer of last resort, ballooned in recent years to become the state’s largest insurer amid financial problems in the private industry.

Citizens reached as many as 1.4 million policies in 2023, but several rounds of the depopulation process and other changes in the market have helped shrink it. The last time it had fewer than 800,000 policies was in early 2022.

As an example, Citizens had 792,616 policies on Feb. 28, 2022. State leaders have long sought to hold down the number of policies in Citizens, at least in part because homeowners throughout the state — including possibly non-Citizens policyholders — could get hit with extra charges, known as assessments, if Citizens didn’t have enough money to pay claims after a storm.
